Component Funds - Permanent Funds Supporting Agencies

These funds were established to benefit specific nonprofit organizations either by donors or by the agencies themselves.

Abell-Hanger/Permian Basin Area Foundation Administrative Fund – This fund was created as part of a matching grant initiative created by the Abell-Hanger Foundation to provide permanent administrative support for Permian Basin Area Foundation.

Big Brothers/Big Sisters of Midland Endowment Fund – The income from this fund provides program support for children from single-parent and no-parent homes.

Buffalo Trail Council Endowment Fund – This fund was established to support the youth development programs offered by the Boy Scouts to the West Texas region.

Bynum School Endowment Fund – The income from this fund provides funds for Bynum School programs and services including an educational day program, speech therapy, parent training, extended day program, pre-vocational and vocational training, and at-risk and learning disabilities program.

Camp Fire USA West Texas Council Endowment Fund – The fund provides resources for operations and programs offered through Camp Fire to youth of the region.

Centers for Children & Families Endowment Fund – This fund supports the programs of the Centers for Children & Families, which include counseling, educational and supportive services to manage successfully the challenges of life.

Christmas in Action Endowment Fund – The income from this fund is used to provide home repairs for low-income, elderly and disabled homeowners.

City of Midland Aquatics Endowment Fund – This fund was established to support aquatics and fitness programs for individuals of all ages and to provide for the capital maintenance and improvement of COM aquatics facilities.

Clinic for the Community Children’s Ministry Endowment Fund – The income from this fund supports the Community Children’s Clinic, which provides health care services for children of need in Midland.

Jeanne Doerr Fund for Santa Rita School - This fund was created by family and friends in memory of Jeanne Doerr, an active volunteer at Santa Rita Elementary School. The fund is used to support instructional and program related purposes at the school.

Photo - Royce EverettRoyce Everett Memorial Fund for Special Olympics – This fund was established in memory of Odessa native Royce Everett by her family and friends. Resources from this fund support the senior Special Olympics games in which Royce was active for more than 26 years.

Ector County Independent School District Foundation Fund - This fund provides for enhancements to education services and programs for Odessa schools.

Ellen Noël Art Museum of the Permian Basin Permanent Fund – This fund supports the Ellen Noël Art Museum, which offers opportunities for education and the appreciation of the visual arts. It is a partner in the Odessa Endowment for the Arts & History.

Episcopal School Fund - This fund was created to support Trinity School of Midland and St. John’s Episcopal School in Odessa.

Friends of the Crockett County Library Endowment Fund – This fund was created by supporters of the Crockett County Library in Ozona. Resources from the endowment are used to support the library’s operations and maintenance.
Globe of the Great Southwest Permanent Fund – This fund supports the Globe of the Great Southwest, which provides theatre arts entertainment and education programs. It is a partner in the Odessa Endowment for the Arts & History.

Harmony Home Children’s Advocacy Center Endowment Fund – The income from this fund is used to provide services of support and advocacy to children who are victims of physical and sexual abuse.

Photo - Pamela Catherine HaasPermian Basin Girl Scout Council Pamela Catherine “Rebel” Haas Memorial Camp Scholarship Fund – Catherine Kellner created this fund in memory of her daughter. Income from the fund helps provide scholarships for the Girl Scouts Camp Mitre Peak riding program.

Heritage of Odessa Founders Permanent Fund – This fund supports the preservation of historical assets for the Odessa community. It is a partner in the Odessa Endowment for the Arts & History.

Hillcrest School Endowment – This fund was created by the school to provide funds for its education programs for students with dyslexia and attention-deficit disorder.

Photo - Mary Wynn HinkleMary Wynn Hinkle/Casa de Amigos Fund – This memorial fund was created by family and friends of Mary Wynn Hinkle, long-time Executive Director of Casa de Amigos. Income from this fund is used to support programs and the work of Casa in serving the citizens of south and east Midland.

Junior League of Midland Building Endowment Fund – This fund was established to support the maintenance and operations of the Junior League headquarters facilities.

Junior League of Odessa Endowment Fund – This fund was established to support the ongoing community service programs of the Junior League of Odessa.

Linebery Endowment for Baptist Memorials Ministries* - This fund was created with assets from the dissolution of the Scarborough-Linebery Foundation to support Baptist Memorials Ministries based in San Angelo.

Photo - Perry PickettFor over two decades, former Midland mayor and long-time state district judge, Perry Pickett played the role of Santa Claus for children throughout Midland, visiting homes and special event gatherings during the Christmas season. At his death in 2003 and in tribute to this beloved citizen, family and friends created an unrestricted fund that would continue to support the broad range of needs within the Permian Basin region, needs that Judge Pickett became aware of in his travels across the region. Unrestricted funds give the Foundation the greatest flexibility in responding to area challenges or opportunities.

Martin County Convent Endowment Fund – The income from this fund is used for the purpose of restoring and maintaining the historic structure and grounds known as the Martin County Convent in Stanton, Texas.

Midland/Odessa District of the National Kidney Foundation of West Texas Endowment Fund – This fund supports programs and services for persons with kidney disorders and disease who live in the Permian Basin region.

Midland/Odessa Symphony & Chorale Endowment Fund – The income from this fund supports the Symphony’s role of serving the West Texas area in an educational and entertainment capacity through symphonic, chamber, and chorale music.

Midland Rape Crisis Center Endowment Fund – The income from this fund helps provide services of support and advocacy to victims of sexual assault and to their loved ones as they journey through the medical, legal, and emotional maze to resolution.

Nonprofit Management Center of the Permian Basin Administrative Fund – This fund is used to offset the administrative costs of the Nonprofit Management Center of the Permian Basin, a program of Permian Basin Area Foundation to aid and strengthen nonprofits across the region.

Odessa Christian School Endowment - This fund was created with assets from the dissolution of the Scarborough-Linebery Foundation to support the mission of Odessa Christian School.

Palmer Drug Abuse Endowment Fund - This fund supports PDAP in its mission of helping people heal from the effects of mind changing chemicals.

Photo - Betsy PuckettBetsy Puckett Fund for Bynum School – A recipient of services from the Bynum School Vocational Program, Betsy Puckett created this Fund before her death to support the school. Income from the Fund is distributed to Bynum School.

Parker House Ranching Museum Permanent Fund – This fund supports the Parker House Ranching Museum, which promotes historical education and the appreciation and conservation of historical structures and artifacts. It is a partner in the Odessa Endowment for the Arts & History.

Permian Basin Area Foundation Administrative Endowment – The income from this fund is used to offset the administrative costs of the Foundation.

Permian Basin Girl Scout Council Endowment Fund – The income from this fund is used by the Council to provide funds for its operations and programs supporting Girl Scouting.

Permian Historical Society Permanent Fund* – This Fund supports the Permian Historical Society, which promotes the preservation of history and historical resources for the Odessa community and Permian Basin region. It is a partner in the Odessa Endowment for the Arts & History.

Permian Playhouse of Odessa Permanent Fund – This fund supports the Permian Playhouse, which provides theatre arts entertainment and education programs. It is a partner in the Odessa Endowment for the Arts & History.

Presidential Museum Permanent Fund – This fund supports the Presidential Museum located in Odessa, which promotes historical education and the appreciation of the office of the Presidency of the United States. It is a partner in the Odessa Endowment for the Arts & History.

Photo - Nancy Vann ReaNancy Vann Rea Midland Introspective Fund – This memorial fund was created by the United Way of Midland, as well as by friends and family of Nancy Vann Rea, long-time Midland community volunteer. The income from this fund is used to support programs and projects identified through periodic human needs assessment.

Recording Library for the Blind and Physically Handicapped, Inc. Endowment Fund – The income from this fund helps provide cassette books, playback equipment, and other services to the visually or physically impaired.

Safe Place of the Permian Basin Endowment Fund – The income from this fund provides services for female and child victims of family violence.

Scarborough-Linebery Home Endowment* - This fund was created with assets from the dissolution of the Scarborough-Linebery Foundation to support the maintenance and operations of the Scarborough-Linebery Home in Midland.

John Seay Memorial Scholarship Fund for COM Aquatics - This fund was created by Continental Land & Fur Company, Inc., the Ken W. Davis Foundation and the family of John Seay, a long-time supporter of COM Aquatics, in whose honor scholarship funds for aquatics programs are provided for low-income families.

Photo - Jack SteeleUnited Way/Jack Steele Fund – This fund was created in memory of long-time United Way volunteer, Jack Steele. It helps offset the administrative costs of the United Way of Midland, enabling its program providers to receive more support from contributions raised through the annual campaign.

Teen Challenge of the Permian Basin Endowment Fund – This fund supports Teen Challenge of the Permian Basin, which provides programs for people with life-controlling problems to improve life through the teaching of Biblical principles, developing Christian discipleship and sustaining spiritual growth through relationships with family, church and community.

United Way of Midland Permanent Fund – This fund was created by the United Way of Midland to provide a vehicle through which donors may make perpetual gifts. The income from this fund provides support to those agencies served under the United Way umbrella.

United Way of Odessa - This fund provides for resources to offset administrative costs of United Way of Odessa.

West Texas Food Bank Endowment Fund – The income from this fund is used to provide services to collect and redistribute wholesome food to agencies feeding the needy, ill, elderly or very young.

White-Pool House Friends Permanent Fund – This fund supports the White-Pool House Friends organization, which promotes the preservation of the White-Pool House and other historically important treasures located in Odessa. It is a partner in the Odessa Endowment for the Arts & History.

Since being chartered in 1923, the Buffalo Trail Council of the Boy Scouts of America has served generations of West Texas youth, including Midland natives, President George W. Bush and General Tommy Franks. Now - more than ever – the principles and program of Scouting are not only relevant, but also compelling to our society. The Scout Oath itself manifests an uncompromising standard of good citizenship in home, community, our nation and the world. In 2003, the Foundation awarded a grant to the Council to support initiatives to reach minority youth with Scouting opportunities. The Foundation also administers a permanent endowment fund for the Council.

*These funds have been established since the publication of the Foundation’s last annual report.

Permian Basin Area Foundation administers a number of other funds the donors to which have requested anonymity.

Funds of the Foundation are open to additional tax-deductible contributions. We also welcome the opportunity to visit with donors about creating new component funds for charitable purposes.
